Three toilet faults and where each one starts
A tank that refills on its own has a worn flapper or fill valve. Water around the base comes from the wax seal, a loose closet bolt or the supply line, and the floor underneath may need checking.
A toilet that clogs more than once a month calls for a look at the drain behind it, which is the drain cleaning job.
What toilet repair costs in Florida
A toilet repair comes to $80 to $230 per repair on our model, from 2 national published ranges scaled by Florida's plumber wage ratio. It is an estimate, not a quote, and it carries no permit fee because a repair is not a swap.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $80 to $230 per repair | Built from 2 national published ranges, adjusted by the Florida plumber wage ratio (0.78). Four Florida plumbing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |

Fix the parts, or swap the toilet?
Replacement parts for the tank cost little compared with a new toilet. A cracked bowl or tank cannot be repaired.
- The fault is a flapper, fill valve or supply line.
- The bowl and tank are intact.
- The bowl or tank has a crack that weeps water.
- The toilet rocks and the floor flange or subfloor is damaged.
Swapping a toilet: what the Florida sources say
Section 553.79 requires a permit before repairing or altering a building. Orlando's plumbing application lists repair/replace as a work type, and Jacksonville leaves water-closet tank repairs out of its repair fee line.
Paid plumbing work needs a person holding a DBPR certificate or registration (489.113(2)). An owner may work on a one- or two-family home they occupy under the owner-builder rule in 489.103(7).
Toilet problems to call about now
- Water or sewage is overflowing and the shutoff valve behind the toilet won't stop it.
- The floor around the base is soft or the ceiling below is wet.
- A tank that runs after flushing.
- A toilet that clogs now and then but clears with a plunger.
Before you call
- Take the tank lid off and watch what moves when the toilet flushes.
- Put a few drops of food coloring in the tank and wait; color in the bowl means the flapper leaks.
- Dry the base and supply line and check which spot gets wet again.
- Close the shutoff valve behind the toilet if the problem is water on the floor.
Does a toilet repair or swap need a permit in Florida?
The statute requires a local permit for building repairs and alterations (553.79(1)(a)), and it doesn't single out toilets, so the department for your address answers. The HB 803 exemption for work under $7,500 on a single-family home excludes plumbing work.
Ask it about a fixture replacement before a company starts.
Before any work starts, ask for the company's plumbing contractor license number and search it on DBPR's license search.
Questions people ask
Does replacing a toilet need a permit in Florida?
It is a local call; ask your city. Section 553.79 requires permits for building repairs and alterations, and the building department for your address applies it to a toilet swap.
What does a toilet repair cost in Florida?
Our estimate is $80 to $230 per repair; the company quotes the real price. It's a parts-and-labor figure for planning. Ask what a bad flange or a soft floor would add.
Can I replace my own toilet?
On a home you occupy, the owner-builder rule allows it. Section 489.103(7) covers an owner improving a one- or two-family residence for their own use, with onsite supervision. A permit application, if one is required, is signed by the owner personally.
Who may be paid to fix a toilet?
Someone holding a DBPR certificate or registration; jobs under $2,500 have an exemption. Section 489.103(9) exempts casual, minor work priced under $2,500, but not when it is part of a larger job or the person advertises as a contractor.
Does the $7,500 permit exemption cover plumbing work?
No; the statute excludes plumbing work. Section 553.79(1)(g) excludes electrical, plumbing, structural, mechanical and gas work on a single-family home from the exemption for work valued under $7,500.
