Plumbing in Jacksonville
Jacksonville's Ordinance Code Sec. 320.409 sets the minimum fee for a plumbing permit at $60.00. Each roughing-in and fixture or plugged outlet is $11.00. Repairs, extensions, remodeling or additions to water, waste, soil, vent, drain or sewer pipe are charged $11.00 per $100 of estimated cost, though faucet, valve and water-closet tank repairs and unstopping fixtures sit outside that line. Softeners and solar water heaters are $21.00. The Building Inspection Division is on the second floor of the Ed Ball Building, 214 North Hogan Street, and it takes plumbing permit questions at 904-255-8500.
Every permit type is filed online through JaxEPICS. You'll need an account first. The Division says it's enforcing the 2023 (8th Edition) Florida Building Code, and its contact page puts the inspectors' workday at 7 a.m. to 3:30 p.m. JEA posts average hardness by ZIP code from samples taken October to December of the prior year, and the page prints no report year. Its table runs from 120 ppm in 32234 to 341 ppm in 32216.
JEA rates above 180 ppm very hard. EPA lists JEA's Major Grid system (PWSID FL2161328) as serving the city, and JEA is taking inventory of every service line in its territory to find lead or copper. If your home was built before June 1986, JEA asks you to complete a service line self-verification. Its address map shows each line's material.
