What hardness is, and what a softener install adds
USGS names calcium and magnesium as the main cause of hardness. An install adds a bypass, a drain line for the regeneration water and a power outlet.
Ask for the hardness number from your utility's report before any company sizes a unit.
Softener install cost in Florida, and why the band is wide
Our model puts an installed softener at $350 to $4,725 installed, and a typical Florida plumbing permit of $78 sits inside that figure. The national sources disagree widely, which is why the band is wide. The base is 2 published ranges scaled to Florida pay, and it is an estimate, not a quote.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $350 to $4,725 installed | Built from 2 national published ranges, adjusted by the Florida plumber wage ratio (0.78) plus a typical permit fee ($78). Four Florida plumbing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |
| Plumber wage, Florida mean | $26.94 an hour | BLS mean hourly pay for plumbers in Florida, May 2025, apart from any company's price. |
| Plumbing permit, Florida middle fee | $78 | The middle plumbing permit minimum across the Florida schedules in our sample; a city may charge a different line for softeners. |

Keep servicing it, or put in a new unit?
A softener that stopped softening may need salt, resin or a part, and a company can name which before you price a new unit. Bring the hardness number from your utility's report.
- The unit runs but the water is not soft, and the company can name the fault.
- The tank and control head are intact.
- The tank is leaking, or the control head cannot be fixed.
- The household now uses more water than the unit can treat.
Hardness figures from Florida water reports
USGS calls 0 to 60 mg/L soft, 61 to 120 moderately hard, 121 to 180 hard and above 180 very hard. Tampa's average is 185 mg/L (10.8 grains per gallon), Orlando's OUC prints 129 ppm (7 gpg), Tallahassee about 150 mg/L and Gainesville about 140 mg/L.
JEA lists Jacksonville ZIP codes from 120 ppm (32234) to 341 ppm (32216). Cape Coral prints 5.5 to 6.5 grains per gallon in its 2024 report, which the city calls soft to moderately hard, and Pompano Beach's undated FAQ says 1 to 2 grains. Fort Lauderdale and Pembroke Pines soften their well water at the plant, and Miami-Dade WASD's 2024 report says its Alexander Orr, Jr. plant uses lime to reduce hardness. None of the three reports prints a hardness number, so ask your utility for one.
Who may install it, and the permit lines
Section 489.103(15) exempts the installation and maintenance of water conditioning units by operators of water conditioning services. It also bars a county or city from requiring such an operator to be licensed, certified or registered as a plumber.
Jacksonville lists $21.00 for a water softener and Lakeland $40.50 for a water treatment installation. Both are fee lines on city schedules.
Softener faults to call about now
- Water sprays from the connections and the bypass valve doesn't slow it.
- Scale on fixtures, or a softener that stopped regenerating.
Before you call
- Pull your utility's latest water quality report and write down the hardness figure.
- Check whether the scale shows on fixtures or inside the water heater.
- Note the number of people and bathrooms, since they size the unit.
- Find a drain and an outlet within reach of where the unit will sit.
Does a softener need a permit in Florida?
Jacksonville lists a $21.00 water softener fee and Lakeland a $40.50 water treatment fee. Section 489.103(15) settles who may install the unit, and whether it needs a permit is your building department's question.
Put it to the department before a company starts.
Before any work starts, ask for the company's plumbing contractor license number and search it on DBPR's license search.
