Water is running or a drain is backing up: what do you do first?

Short answer

If water is running, close the main valve when you can reach it, then call. A gas smell changes the order: leave the house, call 911 and then the gas utility from outside. We're a referral service: one independent company that serves your ZIP gets your request, and you agree the price with it. Emergency labor is estimated at $85 to $420 per hour of labor, before any call-out fee, which is a model and not a quote.

Your ZIP comes first, so you can see whether a company covers it before the form asks for a phone number.

You pay nothing, since the plumbing company that gets your request pays our fee. How it works

What an emergency visit usually involves

The first job is stopping the damage: closing a valve, isolating a burst section, or opening a blocked line enough to stop the overflow. The permanent repair is often a second visit, once the water is off and the damage can be seen.

Ask on the phone whether the figure you're given covers labor only or includes a call-out fee, because the labor estimate below leaves the call-out fee out.

What to check on the truck and the license before work starts

TSBPE makes the Responsible Master Plumber (RMP) answerable for service vehicles showing the company name and the RMP's license number, so the number should be readable on the truck. Search it on TSBPE's public license search, which takes a name, a number, a city or a county.

A Texas RMP must also show proof of at least $300,000 of commercial liability insurance. Doing plumbing without the required license is a Class C misdemeanor under Occupations Code 1301.508, and the civil penalty runs from $50 to $1,000 for each act and each day after notice (1301.507).

Emergencies that can't wait for a booked visit

Call right away
  • Water keeps coming from a pipe after the main valve is closed, or the valve won't turn.
  • Sewage is backing into the house from a drain, tub or toilet.
  • Water is near the electrical panel, or a wet ceiling is bulging.
  • The water heater leaks and shutting its cold supply doesn't stop it.
Can usually wait for a normal appointment
  • A faucet drip that its own stop valve shuts off.
  • A single slow sink, with every other drain in the house working.
  • A toilet that keeps running with a dry floor around it.
At any smell of gas, get everyone out of the house first. From outside, call 911 or the emergency number printed on your gas bill.
Is this an emergency?

Run through these before you touch a valve or a wrench.

  1. Is water running that you can't stop at the main valve?
  2. Is sewage coming up through a drain or toilet, or can you smell it?
  3. Is water reaching the electrical panel, or is a ceiling sagging or dripping?
  4. Smell gas near the water heater or another gas appliance? Get out of the house first; only then, standing outside, call 911 and your gas utility.
  5. Is it one fixture, or the whole house?

Answering yes to any of the first four makes it an emergency, so shut the main valve if you can reach it, get out if you smell gas, and send the form with Emergency ticked.

While you wait for the company

  1. Close the main water valve, usually near the meter or where the line enters the house.
  2. Open the lowest faucet to drain the pipes.
  3. Lift belongings off the wet floor and keep clear of standing water near an outlet.
  4. Photograph the damage before cleanup begins.

Permits and licenses when the repair can't wait

Texas has no state plumbing permit. Each city over 5,000 residents regulates plumbing by its own ordinance (Occupations Code 1301.551), and that ordinance must require a permit for everything except repairing leaks and replacing faucets, ballcocks, water control valves, garbage disposals and water closets.

A heater or pipe replacement isn't on that list, and the RMP is responsible for obtaining permits and requesting inspections on the work done under the company's contracts. A homeowner may do plumbing in their own homestead without a license (1301.051), though the city may still require a permit.

Before any work starts, ask for the license number of the company's Responsible Master Plumber and search it on TSBPE's public license search.
