What a water heater repair covers
A repair replaces a failed part: an element or thermostat on an electric heater, a gas control or thermocouple on a gas one, or a valve or fitting that drips. Water running out of the tank body itself isn't a repair, because the tank has failed.
Ask the company to name the part it plans to replace and show you the old one.
Texas water heater repair: our estimate
On our model a water heater repair comes to $125 to $630 per repair. National ranges (3 of them) scaled to Texas pay are the base, so it's an estimate, not a quote. No permit is added, because a repair is often exempt and a swap is not.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $125 to $630 per repair | Built from 3 national published ranges, adjusted by the Texas plumber wage ratio (0.84). Four Texas plumbing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Texas company price for this job), national estimate only. |
| Plumber wage, Texas mean | $29.22 an hour | Hourly pay Texas plumbers average, per BLS for May 2025; companies bill their own rates. |

Fix the heater, or plan the swap?
The place the water comes from decides it. A fitting or valve can be repaired, while a leak from the tank itself ends the heater's life. The repair-or-replace tool walks through it.
- The leak is at a fitting, a valve or a connection.
- A single part has failed and the company can name it.
- The tank shell itself leaks.
- Repairs keep following one another within a short time.
Who may work on the heater in Texas
Under Occupations Code 1301.051, an owner can work on the plumbing of their own homestead without a license. Otherwise a TSBPE license holder does the work, and the Responsible Master Plumber is the person answerable for it and for making sure everyone on the job is licensed or registered.
TSBPE's public search finds an RMP by name, number, city or county, and the board's main line is (512) 936-5200.
Where a repair stops and a swap starts
Austin's list of work exempt from a building permit doesn't name water heater replacement, and neither does the state's. The state's list covers repairing leaks and replacing faucets, ballcocks, water control valves, garbage disposals and water closets.
If the company tells you the tank is done, the permit and the fee come with the replacement, and the cost table on that page prices three kinds of heater.
Water heater trouble that can't wait
- Water pools under the tank and shutting its cold supply doesn't slow it.
- There's a gas smell near the heater: get outside before anything else.
- Water has reached the electrical panel, or the ceiling under the heater is sagging.
- Cold taps and a dry floor can wait for a scheduled visit.
- Water comes out lukewarm, the floor is dry and nothing smells of gas.
Checks before you call
- On an electric heater, look at the breaker. On a gas heater, check the pilot against the directions on the label.
- Dry the floor around the tank and find where the first drop forms, so you can tell a fitting from the tank body.
- Find the cold supply valve above the heater and check that it closes.
- Copy the fuel, gallons and age from the label, so every company hears the same details.
Repairs and swaps: which one needs a permit
Occupations Code 1301.551 lists repairing leaks among the work left out of a city's permit requirement, and replacing a water heater is not on that list. Your city's permit office has the final answer for your address.
Garland lists Water Heater Replacement among the plumbing permit types it issues, and Dallas offers a plumbing permit form for work done without a license.
Before any work starts, ask for the license number of the company's Responsible Master Plumber and search it on TSBPE's public license search.
Questions people ask
Will my city want a permit to fix the water heater?
Repairing a leak is on the state's exempt list; replacing the heater is not. State law has cities over 5,000 residents require a permit for plumbing other than repairing leaks and replacing a short list of fixtures and valves. A water heater replacement isn't on it, and your city's own ordinance applies to your address.
Can I repair my own water heater?
In your homestead, yes; the state exempts owners from the license rule. The state exempts an owner from the license rule for plumbing in their own homestead (1301.051). A city may still have permit rules for the work.
How much does water heater repair cost in Texas?
$125 to $630 per repair as an estimate, not a quote. The repair estimate is $125 to $630 per repair, with no permit added.
What do I check first when there's no hot water?
The breaker on an electric heater, the pilot on a gas one. Look at the breaker for an electric heater or the pilot for a gas heater, following the label. If both are fine and the tank is dry outside, ask a company to look at the heating element or the gas control.
What if the heater smells of gas?
Leave first, then call 911 or the number on your gas bill. Leave the house before you phone anyone. From outside, dial 911 or the emergency number on your gas bill, and don't go back in to look at the heater.
