Spot repair or a new lateral
A spot repair cuts out a broken or cracked section, or a short run, and leaves the rest of the pipe in place. A lateral replacement swaps the pipe from the house to the main.
A longer run is a bigger job, which is why the estimates below step up at about 40 and about 80 feet of new lateral.
Texas sewer line repair: three estimates by length
A spot repair runs $990 to $3,525 per spot repair or short section, a new lateral of about 40 feet $2,075 to $8,475 per replacement, about 40 feet, and one of about 80 feet $3,775 to $16,900 per replacement, about 80 feet. Each row includes a typical Texas plumbing permit of $65 and is scaled to Texas pay. None is a quote.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, spot repair or short section, not a quote | $990 to $3,525 per spot repair or short section | A broken or cracked section, or a short run, fixed without replacing the whole lateral. Built from 3 national published ranges, adjusted by the Texas plumber wage ratio (0.84) plus a typical permit fee ($65). Four Texas plumbing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Texas company price for this job), national estimate only. |
| Estimated range, full lateral replacement, about 40 feet, not a quote | $2,075 to $8,475 per replacement, about 40 feet | The whole lateral replaced, open trench or trenchless (lining or bursting), over about 40 feet. Patch the section, or replace the lateral?
The recording sets the scope. One localized break argues for a spot repair, while damage along the length or repeated failures in the same pipe argue for pricing a replacement beside it.
- The recording shows one break and sound pipe on both sides.
- The pipe has failed once in that spot and nowhere else.
- The recording shows damage along most of the run.
- The pipe has failed in more than one place.
- Roots or offsets recur after each repair.
Whose pipe is it from the house to the main
Each Texas city over 5,000 residents writes its own plumbing ordinance (Occupations Code 1301.551).
Ask your city's water utility or public works office, with your address, which part of the lateral it maintains and which part is yours, and get that answer before anyone digs.
Who may replace the pipe
A Drain Cleaner registrant may install cleanouts and clear obstructions, and the rest of the plumbing work needs direct supervision by a TSBPE license holder. The Responsible Master Plumber obtains the permit and requests the inspections.
Houston's plumbing section lists a sewer inspection among the ones it runs, and the contractor, or a homeowner under a Homeowner's Permit, schedules it on 832.394.8870.
Before the excavator arrives
Texas811 says anyone planning to dig must notify a one-call center first, and its homeowner FAQ refers to a two working day wait before excavation, not counting state holidays. Utility operators mark their underground lines after the notice.
Ask the company who is requesting the locate and when the notice was made.
Sewer trouble to call about today
- Sewage is rising in the lowest drain, and a plunger does nothing.
- Several fixtures back up at once, and a floor drain gurgles.
- A sunken or wet patch has opened in the yard along the pipe's path.
- A slow drain that clears after a cleaning and stays clear.
- A planned lateral replacement you're comparing quotes for.
Before you book a dig
- Write down which fixtures back up and when. Several at once point to the shared line.
- Ask for the camera recording of the pipe and the spot where it fails.
- Ask each company whether its price includes the permit, the Texas811 notice and restoring the surface.
- Get the water utility's answer on who owns the section that has failed.
Permit for sewer work
Sewer replacement isn't on the state's list of work left out of a city's permit requirement. Each city sets the fee. Waco's undated schedule charges $20 per line per 100 feet for a house sewer, water or gas service line, and Fort Worth prints $10.34 for the first 120 feet of sewer in a schedule with a current and a new fee column, so check the current one.
McAllen's posted schedule, dated October 1, 2016, lists $15.60 for each sewer replaced or repaired, and Garland lists sewer repairs as a permit type. In Houston, the plumbing permit minimum is $97.56 on the January 1, 2026 schedule.
Before any work starts, ask for the license number of the company's Responsible Master Plumber and search it on TSBPE's public license search.
Questions people ask
Who owns the sewer line between my house and the street?
Ask your city's water utility or public works office. Call your city's water utility or public works office with your address and ask which stretch of the lateral it maintains, before anyone starts digging.
Do I need a city permit to replace a sewer line in Texas?
In a city over 5,000 residents, yes: sewer replacement isn't on the state's exempt list. State law has cities require a permit for plumbing other than repairing leaks and a short list of fixtures. The permit and its fee come from your city, and the Responsible Master Plumber obtains it.
How much does sewer line repair cost in Texas?
$990 to $3,525 for a spot repair, $2,075 to $8,475 for 40 feet of new lateral. On the model, a spot repair is $990 to $3,525 per spot repair or short section, a lateral of about 40 feet $2,075 to $8,475 and one of about 80 feet $3,775 to $16,900. These are estimates, not quotes.
Do I have to call 811 before a sewer repair?
Yes: the notice comes first, and the wait is two working days. The Underground Facility Damage Prevention and Safety Act (Utilities Code ch. 251) has anyone who plans to dig notify a certified one-call center first. Texas811's homeowner FAQ cites a two working day wait, with state holidays not counted.
Can a drain cleaner replace my sewer pipe?
A Drain Cleaner registrant clears and installs cleanouts; other plumbing needs a license holder. A Drain Cleaner registrant may clear obstructions and install cleanouts, and TSBPE says all other plumbing work needs direct supervision by a license holder. Ask who holds the permit for a replacement.
