Leak repair · Texas

Is it a drip you can stop, or a leak you can't find?

Short answer

Repairing a leak heads the list of work Texas law leaves out of the permit a city must require, and our estimate for a repair is $125 to $505 per repair, an estimate and not a quote. In Fort Worth the meter is where ownership changes: the utility owns the line from the main to the meter, and the owner owns it from the meter to the building. Replacing pipe is a separate job with separate rules.

What a leak repair replaces, and what it leaves alone

A repair swaps a failed fitting, a valve or a short length of pipe and leaves the rest of the line where it is. A leak behind a wall or under a floor adds the work of locating it and opening the surface, so ask whether the quote covers both.

A leak that comes back after a patch is the sign to ask about repiping.

What leak repair costs in Texas

Leak repair comes to $125 to $505 per repair on our model. The range rests on 3 national published ranges, adjusted to Texas pay, and it's an estimate, not a quote. No permit is added, because a simple repair is exempt and a replacement is permit work.

Which side of the meter you pay for

Fort Worth Water owns the line from the main to the meter, and the property owner owns it from the meter to the building inlet.

Outside Fort Worth, ask your water utility which side of the meter it maintains before a company digs near it.

Who may do the repair

Texas exempts an owner from the license rule for plumbing in their own homestead (Occupations Code 1301.051). Otherwise the work falls to TSBPE license holders: a Journeyman works under a Responsible Master Plumber, who is responsible for permits and for making sure everyone on the job is licensed or registered.

Check the master's license on TSBPE's public search before the company starts.

Leaks that need a call now

Call right away
  • A pipe is spraying or pouring and nothing within reach slows it.
  • Water has reached an outlet or the electrical panel.
  • A ceiling is sagging under the spot where water is coming through.
Can usually wait for a normal appointment
  • A drip at a faucet or under a sink that the fixture's own stop valve ends.
  • A damp patch that stops growing once the water is off.

Before you call

  1. Turn off every fixture and watch the water meter. If it keeps moving, water is escaping somewhere.
  2. Close each fixture's stop valve in turn and note which drip stops.
  3. Dry the wet spot, lay a paper towel on it and look again in an hour.
  4. Locate the main valve and the meter, so you can say which side of the meter the leak is on.

Is a leak repair permit-free in Texas?

Occupations Code 1301.551 names repairing leaks first among the jobs left out of a city's permit requirement. Austin spells it out: no permit to stop leaks in drain, soil, waste or vent pipes unless the pipes must be replaced, or to repair leaks in pipes, valves or fixtures without replacing or rearranging them. A new shower or tub isn't exempt.

Replacing pipe isn't on the state's list. Houston's minimum plumbing permit is $97.56 on the schedule dated January 1, 2026.

Before any work starts, ask for the license number of the company's Responsible Master Plumber and search it on TSBPE's public license search.

Questions people ask

Does fixing a leaking pipe take a permit in Texas?

The state's permit requirement for cities leaves out repairing leaks. Under Occupations Code 1301.551, a city over 5,000 residents must require permits for plumbing, with repairing leaks and a few fixture swaps left out. Austin's exemption list repeats the leak repair and adds a limit: it applies only when nothing is replaced or rearranged.

Whose problem is a leak on the street side of my meter?

In Fort Worth, the utility owns the line from the main to the meter. Fort Worth Water owns that stretch, and the owner owns the line from the meter to the building. For any other utility, ask it where its side ends.

What does a leak repair cost in Texas?

$125 to $505 per repair as a model figure, not a quote. The estimate is $125 to $505 per repair. A leak inside a wall or under a floor can cost more once the surface has to be opened, and the model doesn't price that.

Can I fix my own leak without a license?

In your own homestead, yes; the state exempts owners there. Under Occupations Code 1301.051 an owner can do plumbing in their own homestead without a license, though the city may still require a permit for the work.

What if the repair turns into a pipe replacement?

The permit exemption stops applying. Replacement isn't on the state's list of work a city may leave unpermitted, so expect a city permit and an inspection, and the Responsible Master Plumber is the one who obtains them. The repiping page has the cost.
