What a softener removes, and what an install includes
A softener takes out the calcium and magnesium that make water hard. The install ties it into the main water line and gives it a drain for the water it flushes.
Ask each company what the price includes: the unit, the bypass valve, the drain connection and the permit.
Texas water softener install: a wide estimate
An installed softener comes to $360 to $5,125 installed on our model, with a typical Texas plumbing permit of $65 counted in. Its national sources disagree widely, which is why the band is so wide. The base is 2 national published ranges scaled to Texas pay, which makes it an estimate, not a quote.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $360 to $5,125 installed | Built from 2 national published ranges, adjusted by the Texas plumber wage ratio (0.84) plus a typical permit fee ($65). Four Texas plumbing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Texas company price for this job), national estimate only. |
| Plumber wage, Texas mean | $29.22 an hour | BLS mean hourly pay for Texas plumbers, May 2025, apart from what any company quotes. |
| Plumbing permit, Texas midpoint | $65 | Middle of the plumbing permit fees that Texas cities post. It guides size, because each city builds its own. |

Service the softener you have, or install a new one?
A softener that has stopped softening may need salt, a new resin charge or a part, and a company can say which before you price a new unit. Bring the hardness number from your utility's report to that conversation.
- The unit runs but the water isn't soft, and the company can name the fault.
- The tank and control head are in good order.
- The tank leaks or the control head has failed beyond repair.
- Your household's water use has outgrown the unit.
Hardness figures from Texas water reports
Fort Worth Water's 2025 report gives total hardness as 108 to 150 ppm as CaCO3, or 6 to 9 grains per gallon. Garland Water Utilities reports 200 ppm, in a range from 96.0 to 200 ppm. Corpus Christi Water's 2025 report lists 236 ppm, naturally occurring calcium and magnesium.
Waco's report lists calcium at 44.9 to 45.7 mg/L and magnesium at 4.23 to 4.25 mg/L, and SAWS publishes annual reports for San Antonio's systems. Look up your utility's latest report before you buy.
Permit fees and the drain line
San Antonio lists $19.55 for a water softener on its FY 2027 fee schedule. McAllen's schedule, dated October 1, 2016, lists $8.40 for installing or altering water piping or water treatment equipment.
Before the drain line is run, ask the city's permit office where the softener's flush water may go.
Softener problems that need a call today
- Water is spraying from the softener's connections and the bypass won't slow it.
- Scale on fixtures, or a softener that has stopped regenerating.
Before you get a quote
- Read your utility's latest water quality report for hardness, in ppm or grains per gallon.
- Note where the water line enters the house and where a drain is within reach.
- Ask each company for a price that includes the bypass valve, the drain connection and the permit.
- Ask the company where the flush water will drain.
Does a softener install need a permit in Texas?
A softener install isn't among the jobs the state's exemption list names, and San Antonio and McAllen both print a fee for it.
Ask your permit office what it charges and whether the company or the owner applies.
Before any work starts, ask for the license number of the company's Responsible Master Plumber and search it on TSBPE's public license search.
Questions people ask

108 to 150 ppm, or 6 to 9 grains per gallon, in the 2025 report. Fort Worth Water's 2025 Water Quality Report gives total hardness as CaCO3 at 108 to 150 ppm, which it also states as 6 to 9 grains per gallon.
How much does a water softener cost installed in Texas?
$360 to $5,125 installed on the model; an estimate, not a quote. An installed unit lands at $360 to $5,125 installed on the model, with a typical permit fee in the figure. The national sources it starts from disagree widely, so compare two written quotes on the same unit.
Does a water softener need a permit in San Antonio?
Its fee schedule lists $19.55 for a water softener. San Antonio Development Services lists a water softener at $19.55 on its FY 2027 schedule, revised October 2026. Its plumbing permit base fee of $57.50 is listed separately.
What is the water hardness in Waco?
Waco's report gives no hardness number. The City of Waco's 2025 report lists calcium and magnesium levels and says calcium contributes to water hardness, but it doesn't state a hardness number, so ask Waco Water for one.
Where does a softener's flush water go?
Ask your city's permit office before the drain line goes in. The permit office for your address answers it. San Antonio and McAllen already list softener or water treatment work on their fee schedules.
