Bay City particulars
Bay City has the cheapest housing on the Saginaw Bay list: a median value of $89,900, with 90.9 percent of its 32,445 residents' homes built before 1980. When a house is worth that, a repair bill can be a large share of it, so get a written scope and ask who pulls the permit. Federal wage data put the mean pay for plumbers in the Bay City area at $35.41 an hour (May 2025), a wage and not a price.
The city's water supplier, hardness and lead service line figures are not in a Bay City water report we could read, and the nearest benchmarks are across the region. Saginaw, 12 miles away, takes Lake Huron water through a pipeline from near Whitestone Point and reports about 110 mg/L hardness, and Midland, 17 miles away, reports 104 mg/L from the same source. Neither is Bay City's own number, so read the city's annual report.
Bay County runs no plumbing program on the state's jurisdiction list; the city issues permits for its own limits, and the State Bureau of Construction Codes covers two units it enforces itself. Midland has barred footing drain connections to the sanitary sewer since 1987, a city ordinance and not a state law, so ask Bay City whether it has a similar rule before you tie a sump pump to anything.
Emergency plumber in Bay City: what to know
Saginaw is 12 miles away and Midland 17, so a company serving Bay City may dispatch from either. Five Michigan firms publish a visit, trip or diagnostic fee, and the spread is free to about $100, none of them in Bay County.
Michigan State Police flood guidance says many floods follow winter snowmelt and heavy spring rain, the season to have a sump pump checked in a city where 90.9 percent of homes predate 1980. For work beyond clearing a stoppage, a permit is required before the work starts, and Bay City issues its own for its limits.
Permits for emergency plumber in Bay City
Michigan requires a license to work as a plumbing contractor, master, journey or apprentice plumber, and only a licensed master or journey plumber may do the plumbing itself (MCL 339.6107).
Many cities run their own building department, so start by asking the City of Bay City building department who issues plumbing permits. The State of Michigan's Statewide Jurisdiction List shows that Bay County itself does not run a plumbing program, so permits come from the city or township, or from the state where no local agency enforces the code. What counts as an emergency, and who to call first
- Water is flowing from a pipe and you cannot stop it at the main.
- Sewage is coming up through a floor drain, tub or toilet.
- Water is near the electrical panel, or a ceiling is sagging with water above it.
- A pipe has split after a freeze and the water is on.
- A dripping faucet you can isolate with its own stop valve.
- A single slow drain with everything else working.
- A running toilet.
What to do in the first ten minutes
Try this first: close the main, ask for the visit fee and the arrival time together, and photograph the damage.
- Shut off the main water valve. The state's frozen pipe advice says to do this first.
- Open a faucet at the lowest point to drain the line, then check that the water heater is not firing into an empty tank.
- Move anything that can be damaged, and stay out of standing water if it could reach an outlet.
- Photograph the damage before you clean up, and tell your insurer it is water damage rather than just flooding, as the state insurance regulator suggests; sewer backup or a failing sump pump may be covered.
- Never use a torch or open flame to thaw a pipe.

Questions about emergency plumber
How much does an emergency plumber cost in Michigan?
Our estimate is $105 to $535 an hour of labor, before any call-out fee, and it is a model, not a quote. It is built from national published ranges and adjusted for Michigan's plumber wage ratio. Michigan plumbers are paid a mean of $37.14 an hour (BLS, May 2025), which is a wage rather than a rate, so do not multiply it by hours. Ask for the call-out fee, the hourly rate and what the call-out fee covers before work starts.
How do I spot a dodgy plumber?
Ask for a Michigan license number and check it on LARA before they start. Working without a license is a misdemeanor under MCL 339.5601. A written contract for work on a house should say a plumbing contractor must be licensed and give the license number (MCL 570.1114). The Attorney General's office mediates informally if a dispute follows.
What should I do if I smell gas?
Leave the house, then call 911 and your gas utility from a safe place. DTE's gas leak hotline is (800) 947-5000 and Consumers Energy's is 800-477-5050. Do not try to find the leak, and do not use switches, phones or a flame inside. Call a plumber only after responders or the utility say it is safe.
