Sewer line repair in Michigan: who owns the pipe and what happens next

Short answer

A sewer line repair starts with a camera inspection, because a clog and a broken pipe look the same from inside the house. In Michigan the permit comes from your city or township, and you have to call MISS DIG 811 before anyone digs. Our estimate for a repair or replacement, permit included, is $1,250 to $4,475 per repair or replacement; it is a model and not a quote, and the prices Michigan companies publish run wider, as the table below shows.

What a plumber does on a sewer line job

The first visit is usually a camera. A small camera on a push rod goes into the cleanout, and the plumber watches the pipe from the house toward the street. That tells you whether the trouble is roots, grease, a joint that has shifted or a section that has collapsed. Ask to see the footage before you agree to a repair. Clearing a blockage is one job and repairing a pipe is another, and our drain cleaning page covers the first.

If the pipe is broken, the choices are a spot repair, a full replacement by digging, or lining the pipe from inside without a trench. The camera decides which of these are even possible. We have no Michigan source for when lining beats digging, so we do not rank them.

  1. Camera inspection from the cleanout, recorded.
  2. A written scope: where the damage is, how long the section is, whether the street connection is involved.
  3. MISS DIG notice, then the permit, then the work.
  4. Inspection by your city or township before the trench is closed.

Sewer line repair costs in Michigan: what drives the bill

Our estimate for sewer line work in Michigan is $1,250 to $4,475 per repair or replacement, with a typical $75 permit fee included. It is a model, not a quote, built from national published ranges adjusted for what Michigan plumbers are paid. Three Michigan companies publish prices that run wider than that, shown in their own row. Length, depth, whether you dig under pavement and who restores the yard all move the price, and a single average would hide all of that.

Repair, line or replace: what to ask after the camera

Which option fits depends on what the footage shows, so ask the plumber for the footage, the location of the damage measured from the cleanout and a written scope for each option. The cost table above has our estimate and the prices Michigan companies publish.

Usually a repair
  • The footage shows a short damaged section.
Usually a replacement
  • The footage shows damage along much of the run.

Who owns the sewer lateral in Michigan

It depends on the municipality, and nothing at the state level hands you a single answer. Traverse City, for one, maintains the sewer mains in streets and easements and says property owners maintain their lateral, including the connection to the main. Your city may draw the line elsewhere. Before you pay for a repair, call the water and sewer department and ask where the public pipe starts.

Ownership matters after heavy rain too. Royal Oak's own flooding page names private sewer leads, with tree roots, grease and diapers, as a key cause of basement backups. Metro Detroit had 4 to 6 inches of rain in four hours on August 11, 2014, and widespread 3 to 5 inches in June 2021, per the National Weather Service. See Royal Oak and our guide on sewer backup after heavy rain.

Sewer backups, the 45-day notice and your insurance

Michigan's Governmental Tort Liability Act defines a sewage disposal system event as the overflow or backup of a sewage disposal system onto real property. It excludes events where a substantial cause is an obstruction in a service lead that a government agency did not cause, or a connection on the property such as a sump or building drain. If you think a public system caused your backup, the claimant must give written notice within 45 days after discovering the damage (MCL 691.1419). This is not legal advice, so talk to an attorney.

Your insurer is a separate question. The state's insurance regulator, DIFS, says water and sewer back-up is not automatically covered under a homeowners or renters policy, so ask your agent before damage happens. DIFS also says to report water damage rather than only the word flood, since sewer back-up or a failing sump pump may be covered.

Sewer problems that should not wait

Call right away
  • Sewage coming up through a floor drain, tub or toilet.
  • Backup after heavy rain, with water spreading across the basement floor.
  • A smell of sewage with a wet patch in the yard.
Can usually wait for a normal appointment
  • One slow drain with everything else normal. That is usually a drain cleaning job.

Before you call about a suspected sewer problem

  1. Check whether more than one drain is affected. If only one fixture is slow, try the clog severity ladder first.
  2. Do not run water in the house while sewage is backing up.
  3. Photograph the damage and tell your insurer about water damage.
  4. Find out who owns the lateral where you live by calling your water and sewer department.

Permits, licenses and MISS DIG for sewer work in Michigan

A sewer repair changes piping, so it falls outside the state's exemption, which covers only faucet and valve working parts and clearing stoppages. LARA says a permit applicant must be a licensed plumbing contractor or a homeowner installing their own building sewer or private sewer; permits for a building sewer or water service alone may be issued to others. That wording reached us through a search summary of LARA's page, so confirm with your city. The Skilled Trades Regulation Act (MCL 339.6107) also exempts a building sewer or water service pipe when a permit and inspections are in place.

Before any excavation, someone must notify MISS DIG 811. The statute says at least 72 hours, excluding non-business hours, and MISS DIG describes that as 3 business days. Homeowners who dig count as excavators, and the service is free.

Ask for the license number and check it on the LARA lookup before any work starts.

Questions people ask

How much does it cost to clean a main sewer line?

Cleaning a main line is a drain job, and our estimate for drain cleaning is $160 to $375 per job, a model and not a quote. Clearing a stoppage is exempt from a state plumbing permit, so the cost is the plumber's time. Compare written quotes.

Who is responsible for the sewer lateral in Michigan?

It depends on your municipality. Traverse City says owners maintain their lateral up to and including the connection to the main. Ask your own water and sewer department.

Do I need a permit to repair my sewer line?

Yes, in general, because repairing piping falls outside the state exemption. Applicants must be a licensed plumbing contractor or a homeowner doing their own work. Call your building department.

Do I need to call MISS DIG before a sewer repair?

Yes, before any dig, at least 3 business days ahead. The statute says 72 hours excluding non-business hours and not more than 14 calendar days ahead. Calling the day before is too late.

Will my homeowners insurance cover a sewer backup?

Not automatically, according to DIFS. Water and sewer back-up is not automatically covered under a homeowners or renters policy. Ask your agent before damage occurs.

Can the city be liable for my sewer backup?

Possibly, but the law has exclusions and a 45-day written notice deadline. Backups caused by an obstruction in a service lead the government did not cause, or by a sump or building drain connection, are excluded. See an attorney.

Can I repair my own sewer line?

A homeowner may install their own building sewer in a single-family dwelling, with a permit and inspections. That is a legal exemption; it does not mean the job suits most people.
