Replacing a water heater in Michigan: permit, licenses and cost

Short answer

A water heater replacement in Michigan needs a plumbing permit, because the state exempts only faucet and valve repairs and clearing stoppages. For a gas heater, LARA's mechanical FAQ says the installer needs a mechanical license and a plumbing contractor license, with both permits. Our estimate for the job, permit included, is $1,050 to $2,025 installed, tank heater; it is a model and not a quote, and the cost table below shows how it is built.

What a plumber does when a water heater is replaced

The old tank is shut off, drained and carried out. The new one goes in with fresh connections to the cold supply and hot outlet and, on gas, the gas line and flue. The relief valve gets a discharge pipe to a safe place. Under the 2021 International Plumbing Code, which Michigan adopted in rule R 408.30701, that pipe may not connect directly to the drain. It ends in an air gap in the same room as the heater, with no threaded end or valves (ICC CodeNotes on section 504.6).

Ask the plumber where that pipe will end before the old tank leaves the house, because it is the part inspectors look at first.

Water heater replacement cost in Michigan: evidence and estimates

Our estimate for a tank water heater replacement in Michigan is $1,050 to $2,025 installed, with a typical $100 permit fee included. It is a model, not a quote: national published ranges adjusted for what Michigan plumbers are paid. Four Michigan companies publish installed prices, shown in their own row, and the permit rows show what four cities charge. DTE and Consumers Energy publish no dollar amounts for water heater discounts, so rebates are not in it.

Repair or replace: what age tells you

DOE puts storage tank heaters at roughly 10 to 15 years and tankless at about 20 with maintenance. We saw those figures in a search summary because the DOE page would not load, so treat them as a rough guide. We have no Michigan source for a firm cut-off age. See how long a water heater lasts and compare water heater repair.

    Usually a repair
    • The fault is a single part and the tank body is dry.
    Usually a replacement
    • The tank leaks from the body.

Who is allowed to swap a gas water heater in Michigan

Pages that say any plumber can swap a gas heater skip a step. LARA's Bureau of Construction Codes mechanical FAQ says replacing a gas water heater takes a Michigan mechanical license (the HVAC Equipment or the Gas Piping and Venting class) and a Michigan plumbing contractor's license, with a mechanical permit and a plumbing permit. We read that FAQ through a search summary rather than the full document, and it is undated, so confirm with LARA before you rely on it. Ask the company how it covers both licenses.

A homeowner may pull permits for the home they live in under the Skilled Trades Regulation Act (2016 PA 407), and the work has to be inspected. That is a legal route, though we are not recommending it. Our guide on replacing your own water heater covers what the exemption includes.

Tank, tankless or heat pump: what the federal rules changed

Federal efficiency standards for water heaters took effect on April 16, 2015. For electric storage tanks over 55 gallons, DOE said the standard would effectively require heat pump technology. If you are replacing a large electric tank, expect to be quoted a heat pump model.

ENERGY STAR's 2025 factsheet puts a heat pump water heater's saving over a standard electric tank at $300 a year for a household of two (payback 5.0 years) and $600 for four (2.5 years). These are national modelling figures and say nothing about Michigan bills. For tank versus tankless, read tankless versus tank in Michigan; if you are unsure whether the old heater needs replacing, try the repair or replace tool.

A failed water heater: when it cannot wait

    Call right away
    • Water pooling under the tank that you cannot stop by closing the cold supply to the heater.
    • Any smell of gas near the heater. Leave, call 911 from outside, then DTE's gas leak line at (800) 947-5000 or Consumers Energy at 800-477-5050.
    • Water near the electrical panel or a ceiling that is sagging.
Can usually wait for a normal appointment
    • No hot water but no leak. A same-week appointment will do.
DTE's number (800) 477-4747 is the electric outage line.

Checks before you commit to a new heater

    1. Look for a rust trail or a puddle that comes from a fitting, not the tank body. A loose fitting is a repair; a seam leak is a replacement.
    2. Check the thermostat. CPSC advises 120 degrees F.
    3. Write down make, size and fuel from the label so every quote prices the same heater.
    4. On a gas unit with only a pilot problem, read why a pilot will not stay lit first.

The permit and the license for a replacement heater

LARA says plumbing work may not start until a permit is issued, and it exempts only repair of the working parts of a faucet or valve and clearing stoppages. A replacement tank is neither. Sterling Heights says you need a plumbing permit for a water heater, and Delta Township lists a water heater change out among the projects that always require one.

The applicant has to be a licensed plumbing contractor or a homeowner doing their own work at home. Look the company up on LARA's lookup before you sign; unlicensed work is a misdemeanour under MCL 339.5601. Permits come from the city: in Grand Rapids the development center, in Sterling Heights the building department. Details are in our water heater permit guide.

Ask for the license number and check it on the LARA lookup before any work starts.

    Water heater: repair or replace

Four questions: whether you smell gas, how old the heater is, what fuel it uses and what it is doing. You get a direction and the permit note for Michigan. It does not invent an age cut-off; the only range it uses is the Department of Energy's.

    Questions people ask

Do I need a permit to replace a water heater in Michigan?

Yes, in practice, because the state exempts only faucet and valve repairs and clearing stoppages. LARA's text does not name water heaters, so this rests on that list, and Sterling Heights says a permit is required. Confirm with your building department.

Am I allowed to replace my own water heater in Michigan?

A homeowner may pull permits for the home they live in, and the work has to pass inspection. We do not encourage doing gas work yourself. See our guide.

How much is a permit for a hot water heater?

It depends on the city: from $15 to $40 for the heater, plus an application or base fee. Grand Rapids charges $21 plus $52, Sterling Heights $40 plus $55, Flint $15 plus $95, Dearborn $15 per tank on a $180 minimum. Fees change each fiscal year.

What is the normal cost of replacing a water heater in Michigan?

Our estimate is $1,050 to $2,025 installed, permit included, and it is a model, not a quote. It is built from national published ranges, adjusted for Michigan plumber wages, plus a typical permit fee, and the cost table shows the prices Michigan companies publish beside it. Get two written quotes for the same size and fuel.

Do you call a plumber or an electrician for a water heater?

For a gas heater, LARA's mechanical FAQ says both a mechanical license and a plumbing contractor license apply, with two permits. For an electric heater, ask your building department who it wants on the permit.

Are there rebates for a new water heater in Michigan?

DTE and Consumers Energy run discounts through participating contractors but publish no dollar amounts. MiHER heat pump rebates are paused for new income-qualified applications in five districts, including Detroit and Grand Rapids. The federal 25C credit ended for installs after December 31, 2025, per the IRS.
