What a plumber does for a toilet that will not flush or will not stop
A clog is the visible symptom, but the call starts with a question: is it this toilet or the line behind it? If only the toilet is slow and every other drain runs, the trouble is probably at the toilet, and a plunger comes first, then an auger if that fails. If a tub or floor drain also gurgles, the problem is further down the pipe and the call becomes a drain cleaning job.
A toilet that runs or refills on its own points to the parts inside the tank, the fill valve and the flapper, and a plumber will look there first. A rocking toilet or a damp ring at the floor points to the seal between the toilet and the waste pipe. Either is a short visit, and the plumber should name the part that failed and show it to you.
Replacing the whole fixture means pulling the old toilet, checking the floor and flange beneath it, and setting the new one on a fresh seal. That is the point where permits and licensing start to matter.
What toilet and fixture work costs in Michigan: estimates, not quotes
Our estimate for a toilet repair in Michigan is $110 to $315 per repair. It is a model, not a quote, built from national published repair ranges and adjusted for what Michigan plumbers are paid. Installing a new toilet is a different job and is not in that figure. Where a swap needs a permit, your city sets the fee and changes it each fiscal year.

Repair the toilet or replace it
No Michigan source gives an age at which a toilet should go, so we offer no age rule. A new fill valve or flapper on a toilet that otherwise works is the cheaper path, while a cracked bowl or tank, or a toilet that keeps failing in different ways, argues for replacement. The EPA water-use figures above are the other half of that decision.
- One part inside the tank has failed.
- The toilet is sound and the problem is a clog or a worn seal.
- The bowl or tank is cracked.
- The toilet is old and costs you in repairs and water.
When replacing an old toilet saves water, according to the EPA
The EPA's WaterSense page says toilets are nearly 30 percent of indoor water use and that old models use up to 6 gallons per flush. It says WaterSense toilets can cut toilet water use 20 to 60 percent, nearly 13,000 gallons a year per home, and that a family could save more than $170 a year in water costs and $3,400 over the lifetime of the toilets.
Those are national EPA figures, and your own utility rate will change the result. If your toilet is old and keeps needing repairs, they are a fair reason to price a replacement next to the repair; a toilet that works fine is rarely worth replacing on those numbers alone.
How Michigan cities treat toilet work differently
Michigan enforces plumbing locally, so the same job can be treated differently across a county line. Portage says no permit is needed to remove and reinstall a toilet or repair leaks in valves and fixtures, provided nothing is replaced or rearranged. Delta Township lists tub and shower replacement among work that always needs a permit. Both rules come from city pages, and the answer for a full toilet replacement varies, so ask your own building department.
Some cities price permits by the fixture, which is why a bathroom remodel costs more in permits than a single swap. See Grand Rapids, Flint and Portage for local permit offices.
When a toilet problem is an emergency
- The toilet is overflowing and the shutoff valve at its base will not stop the water.
- Sewage is coming up in more than one drain, which points to the main line.
- Water from a leak is reaching a ceiling below or anything electrical.
- A toilet that runs after flushing but is not leaking onto the floor.
- A slow flush that clears with a plunger.
- A rocking seat or a loose base with no water on the floor.
What to try before you call a plumber for a toilet
- Stop the water: turn the small valve at the base of the toilet clockwise, or lift the tank float.
- Use a flange plunger and push slowly. Do not flush again to test it.
- Check whether the tub or a floor drain also gurgles. If so, stop and call.
- Photograph the toilet and the floor around it so the plumber can see the setup before arriving.
Permits and licensing for toilet work in Michigan
Michigan's licensing law defines minor repair as clearing stoppages, repairing or replacing a faucet or valve, or reinstalling the same fixture, with no change to the plumbing system. The statute exempts minor repair from the license requirement, and the permit rule exempts clearing stoppages and the working parts of a faucet or valve. A clogged toilet fits both.
Putting in a different fixture, or moving one, is outside that definition. Treat it as permit work unless your building department says otherwise, and ask any plumber you hire for a Michigan license number you can check on the LARA lookup. The wider picture is in our guide to what a homeowner can do without a permit.
Ask for the license number and check it on the LARA lookup before any work starts.

How much would a plumber charge to fix a toilet in Michigan?
Our estimate is $110 to $315 per repair, and it is a model, not a quote. The cost table adds the plumber wage and published permit fees. Ask for the price of the repair, any call-out fee and whether a permit is included.
Do I need a plumber for a clogged toilet?
Not always: clearing a stoppage is minor repair under Michigan law, and the permit rule exempts it too. If a plunger does not clear it, or other drains are slow, call a plumber.
Do I need a permit to replace a toilet in Michigan?
Reinstalling the same toilet is minor repair, but a different fixture is treated locally. Portage lets you remove and reinstall a toilet without a permit if nothing is replaced or rearranged. Ask your own building department.
How much is a plumbing permit per fixture in Michigan?
It depends on the city: from $5 each in Grand Rapids to $25 each in Sterling Heights. Flint lists $19 and Dearborn $15 each, and most schedules add an application fee. Fees change each fiscal year.
Will a WaterSense toilet save money?
The EPA says it can, though its figures are national. It estimates 20 to 60 percent less toilet water use and more than $170 a year for a family. Your utility rate and your household size decide the real number.
How do I check a toilet plumber is licensed?
Ask for the license number and look it up on LARA's find or verify page. Working without a license is a misdemeanor under Michigan law. See our guide to finding a licensed plumber.
