What the plumber does first, and what to ask before the repair
Stopping the water comes first. The lasting repair is a second conversation, and the Contractors State License Board (CSLB) says a structure can't be altered or repaired without a separate permit from the building official, with code requirements that vary between cities and counties. Ask who pulls that permit before you agree to the repair.
CSLB's plumbing class is C-36. Its description covers a supply of safe water, the disposal of fluid waste, water and gas piping from the owner's side of the meter, and the installation of any type of equipment to heat water. Ask which class the company's license carries while it's on the way.
Emergency plumber costs in California: our estimate
Emergency labor in California comes to $115 to $570 per hour of labor, before any call-out fee on our model, an estimate, not a quote. The model starts from 2 national published ranges and multiplies them by California's plumber wage ratio. The call-out fee isn't in it. We counted no California company price for this job, so the wage row below is the only state figure, and it's what plumbers earn.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $115 to $570 per hour of labor, before any call-out fee | Built from 2 national published ranges, adjusted by the California plumber wage ratio (1.14). California company prices are shown separately. Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Plumber wage, California mean | $39.58 an hour | Average hourly pay for plumbers, pipefitters and steamfitters in California (BLS, May 2025). It's a wage, so it isn't a price. |
Estimated range. Built from national published ranges (2 sources), adjusted by California's plumber wage ratio to the US (1.14, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. California plumbing companies that publish a price get their own rows, apart from the estimate. We have no counted California company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
After a storm or a fire: a longer window to cancel a repair contract
OpenFEMA lists major disaster declarations for California's January 2023 winter storms, flooding and mudslides (DR-4683), the February 2024 storm and flooding (DR-4758), and the January 2025 Palisades and Eaton wildfires (DR-4856). Civil Code 1689.6(c) lets you cancel a contract to repair a home damaged by a disaster until midnight of the seventh business day. The notice goes in writing. Send it to the address or email printed in the contract.
Plumbing emergencies that can't wait
- The main valve is shut, or won't turn, and water is still coming out of a pipe.
- A floor drain, the tub or a toilet is pushing sewage back into the house.
- Water is running near the electrical panel, or a wet ceiling has started to bulge.
- The water heater is leaking and closing its cold supply valve doesn't stop it.
- A drip at one faucet that its own stop valve shuts off.
- One sink draining slowly while the rest of the house drains fine.
- A toilet that runs between flushes with the floor around it dry.
Run through these before you touch a valve or a wrench.
- Is water running that you can't stop at the main valve?
- Is sewage coming up through a drain or toilet, or can you smell it?
- Is water reaching the electrical panel, or is a ceiling sagging or dripping?
- Smell gas near the water heater or another gas appliance? Get out of the house first; only then, standing outside, phone emergency services and your gas utility.
- Is it one fixture, or the whole house?
Answering yes to any of the first four makes it an emergency, so shut the main valve if you can reach it, get out if you smell gas, and send the form with Emergency ticked.
Before the plumber gets there
- Turn the main water valve off if you can get to it.
- Let the lowest faucet in the house run until the pipes empty, then look at the water heater, which shouldn't keep heating once its supply is off.
- Lift what you can off the floor, and keep out of standing water that could reach an outlet.
- Take photos of the damage before any cleanup, while it still looks the way it did.
Licenses, contracts and cancellation in an emergency
A CSLB license is required of anyone who contracts for work on a project that needs a building permit, uses employees, or contracts for $1,000 or more in labor and materials. Contracting without one is a misdemeanor under Business and Professions Code (B&P) 7028. Licensees print the number on contracts, bids and ads (B&P 7030.5). Ask for it. CSLB's Check a License page shows its status and any complaint disclosure, or you can call (800) 321-CSLB (2752).
B&P 7159.10 calls it a service and repair contract when you made the first contact, the price is $750 or less, and the company sells nothing beyond what the problem needs. Nothing is due until the work's done. If any condition fails, the full home improvement rules in B&P 7159 apply whatever the price, and CSLB says a service and repair contract loses the three-day cancellation right the moment it's signed and the work begins.
Ask for the license number before any work starts and look it up on CSLB's Check a License page, which shows whether the license is active and any complaint disclosure.
Questions people ask
What does an emergency plumber charge in California?
On our model it's $115 to $570 per hour of labor, before any call-out fee, an estimate, not a quote. BLS puts the California mean wage for plumbers at $39.58 an hour, and that's what the plumber earns, which is different from what the company bills. Get the call-out fee and the hourly rate after it before anyone starts.
How do I check an emergency plumber before letting them in?
Get the CSLB license number and run it through Check a License before work starts. Contracting without a license is a misdemeanor under B&P 7028, and a licensee has to print the number on contracts and ads (B&P 7030.5). CSLB takes complaints against licensed and unlicensed contractors for up to four years from the act, though it warns that an investigation won't necessarily get you restitution.
What comes first when the house smells of gas?
Leave first, then call. SoCalGas and PG&E both give the order as leaving the area, calling 911 and then calling the utility, and their numbers are in the box above.
Can I cancel an emergency repair I've already agreed to?
CSLB says a service and repair contract, meaning emergency work you asked for on short notice that totals under $750, loses the three-day right to cancel the moment it's signed and the contractor begins. For other home improvement contracts CSLB gives three days unless the deal was made at the contractor's place of business or is under $25. If you're 65 or older, it's five.
Is this site a plumbing company?
No. One independent company that serves your ZIP gets your request, sets its own price and does the job. That company pays our fee, which is the same whether you hire it or not, since we take no cut of the work. The how it works page explains the rest.
