Plumbing in Los Angeles
In the City of Los Angeles, plumbing work that isn't tied to a building permit still needs a plumbing permit of its own, issued by the Los Angeles Department of Building and Safety (LADBS). Simple jobs have a shortcut. Projects listed on the Express Permit Eligibility bulletin skip plan review and can be permitted online through PermitLA. LADBS prices permits with an online Permit Fee Calculator, so run your job through it and hold the result up against the permit line on each quote.
Inspections need at least 24 hours' notice, requested online, in the LADBS Go app or by phone. For questions, the customer service line is 311, or (866) 452-2489 from inside the county. Age shows up in the pipes. The Census Bureau's 2023 five-year data puts 71.0% of the city's homes before 1980. LADWP says its October 2024 inventory found no lead service lines and no galvanized lines needing replacement, customer-owned lines included.
So in an older house, the piping inside the walls is what to ask the plumber about. Replacing a gas water heater with an ENERGY STAR heat pump model? LADWP's consumer rebate lists up to $2,500 for that swap, though funding is limited and a rebate isn't promised. It also requires a final approved permit. Make sure the permit is pulled and finaled before you file the claim.
