Leak repair · California

Is that a leak you can see, or one hiding in a wall or under the slab?

Short answer

Turn the main water valve off if you can reach it, then call. Our estimate for a leak a plumber can get at is $170 to $685 per repair, an estimate, not a quote, and a slab leak isn't in it. Whatever new pipe goes in has to meet California's lead-free standard, and CSLB says a repair to a structure takes a permit from the building official.

What a plumber does about a pipe that's leaking

First the water gets stopped, then the plumber finds where it's escaping and decides between a patch and cutting out a length of pipe. A leak behind a wall or under a slab has to be found before it can be fixed, and reaching it may mean opening finished surfaces. Ask who closes them up.

Newport Beach's copper repipe checklist asks for a water supply pressure test of "not less than fifteen minutes" (CPC 609.4). Your city may set different inspection steps, so ask the building department what it checks before a wall is closed.

  1. Shut the main valve and open the lowest faucet so the lines drain.
  2. Find the leak and see how far the wet or stained area spreads.
  3. Patch the pipe or cut in a new section, then turn the water back on.
  4. Pressure-test the joints, and tell the homeowner what to watch for over the next few days.

Leak repair costs in California: estimates

For a leak a plumber can reach, our model gives $170 to $685 per repair. That's built from 3 national published ranges and scaled for California plumber pay, so treat it as an estimate, not a quote. Slab and main-line leaks are different jobs and sit outside it. So does the cost of drying out and fixing water damage.

The lead-free rule for any pipe that goes in

Health and Safety Code 116875 bars any pipe, fitting, fixture, solder or flux that isn't "lead free" from plumbing that supplies drinking water. Lead free means no more than 0.2 percent lead in solder and flux and a weighted average of 0.25 percent on the wetted surfaces of pipes, fittings and fixtures. The products have to be certified by an ANSI-accredited third party. Ask what the new section is.

Leak signs that call for a plumber now

Call right away
  • A burst pipe is spraying and the main valve won't shut it off.
  • Water is heading for the electrical panel, or dripping through a ceiling.
  • Water is rising through a floor and you can't see where it starts.
Can usually wait for a normal appointment
  • A slow drip at one fixture, once its stop valve is closed.
  • A damp patch that hasn't spread in several days, with no drip you can find.

Until the plumber arrives

  1. Shut the main valve, and use the shutoff finder if you don't know where it is.
  2. Mop up what you can reach and move belongings out of the wet area.
  3. Stop hunting if the source isn't obvious, and leave the search to the plumber.
  4. Take photos of the damage before any repair starts.

When a leak repair turns into permit work

Repairing or altering a structure takes a separate permit from the building official, CSLB says, and code requirements vary by city and county. The state's pages don't say whether a patch counts differently from a replaced section, so ask your building department before the work starts.

B&P 7048 lifts the license requirement for a job under $1,000 in labor, materials and everything else, but only when it needs no building permit. AB 2622 raised it from under $500. Splitting a job into smaller contracts to stay under the limit isn't allowed, and anyone who advertises as a contractor or employs workers loses the exemption.

Ask for the license number before any work starts and look it up on CSLB's Check a License page, which shows whether the license is active and any complaint disclosure.

Questions people ask

Should I call a plumber for a leak I can't find?

Yes, when water keeps showing up and no fixture or visible joint explains it. Shut the main off while you wait.

How do I stop a leak until the plumber gets there?

If the water's coming from a fixture, close the stop valve under it. Otherwise, or if you can't tell, shut the main valve and open the lowest faucet to empty the lines.

How much is a plumber's hourly rate in California?

For emergency labor our model gives $115 to $570 per hour of labor, before any call-out fee, which is an estimate, not a quote. BLS reports a California mean wage of $39.58 an hour for plumbers, and that's their pay, which isn't the rate a company bills.

Is a permit needed to fix a leak in California?

CSLB says repairs and alterations need a permit from the building official and that requirements differ between cities and counties. A job under $1,000 that needs no permit is outside the license law (B&P 7048), so the permit answer also tells you whether a license is required.

Does replacement pipe have to be lead free?

Yes. HSC 116875 bars pipe, fittings, fixtures, solder and flux that aren't lead free from plumbing for human consumption. The limits are 0.25 percent on wetted surfaces and 0.2 percent in solder and flux.
