How a sewer line repair goes
A camera goes down the line first to find the break, sag, roots or offset joint and to measure how far it is from the house. That footage decides between a spot repair, a lined section and a full replacement, so ask for a copy.
Replacing the pipe can mean a trench across the yard to the street. Then the permit, the inspection and the 811 notice below all come into it.
- Run the camera and mark where the damage sits.
- Choose a spot repair, a liner or a replacement from what the footage shows.
- Give the 811 notice and wait out the notice period before anyone digs.
- Repair or replace the pipe, and pass the city's inspection.
What sewer line repair costs in California
Length and depth move a sewer job more than anything else. Our estimates are $1,450 to $4,875 per spot repair or short section for a spot repair with the permit included, $2,925 to $11,600 per replacement, about 40 feet for about 40 feet of new lateral, and $5,200 to $23,000 per replacement, about 80 feet for about 80 feet. Each one is an estimate, not a quote, from 3 national published ranges scaled to California pay, and a slab or driveway to cut and restore pushes a job toward the top of its row.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, spot repair or short section, not a quote | $1,450 to $4,875 per spot repair or short section | A broken or cracked section, or a short run, fixed without replacing the whole lateral. Built from 3 national published ranges, adjusted by the California plumber wage ratio (1.14) plus a typical permit fee ($190). Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Estimated range, full lateral replacement, about 40 feet, not a quote | $2,925 to $11,600 per replacement, about 40 feet | The whole lateral replaced, open trench or trenchless (lining or bursting), over about 40 feet. Built from 3 national published ranges, adjusted by the California plumber wage ratio (1.14) plus a typical permit fee ($190). Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Estimated range, long or deep lateral, about 80 feet, not a quote | $5,200 to $23,000 per replacement, about 80 feet | The same replacement over about 80 feet, with the extra depth, digging or restoration that comes with a longer run. Built from 2 national published ranges, adjusted by the California plumber wage ratio (1.14) plus a typical permit fee ($190). Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Plumber wage, California mean | $39.58 an hour | What a California plumber is paid on average per hour (BLS, May 2025), and a sewer contractor's billed rate is something else. |
| Plumbing permit, California middle of published fees | $190 | The middle plumbing permit total among California cities that publish a fee schedule. Cities set fees in different ways, so it's a guide to the size of the fee. |
Estimated ranges, one row per scope. Built from national published ranges (6 sources in all, 2 to 3 per row), adjusted by California's plumber wage ratio to the US (1.14, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. California plumbing companies that publish a price get their own rows, apart from the estimate. Full method. Prices as of Oct 23, 2026.
After the camera: spot repair, liner or new pipe?
Get the footage and the distance from the house to the damage in writing, so two quotes are judged against the same evidence.
- The damage on the footage is one short section.
- Most of the line shows damage on the footage.
Who owns the sewer lateral where you live
San Francisco splits the pipe. The owner is "fully responsible" for the upper lateral and maintains the lower one, though the SFPUC says it will do structural repair on the lower lateral at no extra cost under most circumstances. San Jose makes the owner responsible for the entire lateral and, as a courtesy, maintains the lower portion from an approved property-line wye cleanout to the main. Sacramento's sewer agency, SacSewer, owns and maintains the lower lateral, and the owner handles the upper part.
Long Beach gives the owner the section from the building to the property line and calls the stretch from there to the street center a shared responsibility, with routine maintenance of both on the owner. Oakland sits inside EBMUD's regional program, which requires a compliance certificate when you buy or sell the property, remodel for more than $100,000 or change the meter size.
Elsewhere, ask the sewer agency which section is yours.
Backwater valves, and the 811 notice before anyone digs
Los Angeles says a property whose lowest fixture sits below the street manhole cover requires a backwater valve, and the valve needs an LADBS permit. In San Francisco the valve is needed where the lowest fixture is below the fresh-air inlet, and the city describes it as shutting by itself when water flows toward the property.
Government Code 4216.2 has the excavator notify the regional notification center at least two working days, and no more than 14 calendar days, before digging, not counting the day of the call. Tickets last 28 days. Dial 811: USA North 811 is the center for Northern California and Nevada, and DigAlert for Southern California. Near a marked line, hand tools come before power equipment (Gov. Code 4216.4), and a negligent violation carries a civil penalty of up to $10,000 (Gov. Code 4216.6).
Sewer trouble that can't be put off
- Sewage keeps coming up through the lowest drain in the house.
- Sewage is spreading over a floor or toward an outlet.
- There's a sewage smell outdoors and a soggy patch in the yard.
- A single slow drain while the rest of the house drains, which is a job for drain cleaning.
First moves when you suspect the sewer line
- Run water in a second fixture: if only one is slow, start with the clog severity ladder.
- Hold off on showers, laundry and flushing while sewage is coming back up.
- Photograph the mess before anything is cleaned.
- Ask your city or sewer agency which part of the lateral is yours.
Permits and licenses for sewer work
CSLB says a structure can't be altered or repaired without a separate permit from the building official, and that code requirements vary by city and county. Its pages don't single out sewer laterals, so ask the building department what your city wants for the repair.
CSLB says anyone who "contracts to perform work on a project that requires a building permit" must hold a current, valid license, as must anyone using employees or contracting for $1,000 or more in labor and materials. Check it on CSLB's lookup. B&P 7159 sets out what a home improvement contract over $500 has to contain, including the license number and the down payment limit.
Ask for the license number before any work starts and look it up on CSLB's Check a License page, which shows whether the license is active and any complaint disclosure.
Questions people ask
Who is responsible for the sewer lateral in California?
Los Angeles, San Diego and Fresno put the lateral on the owner, and so does San Jose, which maintains the lower portion as a courtesy. SacSewer owns the lower lateral in Sacramento, the SFPUC does most structural repair on San Francisco's lower laterals, and Long Beach shares the street side. Your sewer agency's own page settles it for your address.
Does a sewer line repair need a permit in California?
CSLB says altering or repairing a structure takes a separate permit, and that code requirements vary between cities and counties. Ask the building department before work starts, and ask the company who will pull it.
Does someone have to call 811 before a sewer line is dug up?
Gov. Code 4216.2 has the excavator give notice at least two working days, and no more than 14 calendar days, ahead, with the dig area outlined in white first. USA North 811 handles Northern California and DigAlert Southern California.
How much is it to clear the main line instead of repairing it?
Clearing the main line comes to $230 to $915 per job, main line on our model. If the camera finds a break, the repair rows in the table above are the ones to read.
Will my city pay for any of the repair?
The SFPUC does structural repair on the lower lateral at no extra cost under most circumstances, and SacSewer owns the lower lateral in Sacramento. In Los Angeles, San Diego and Fresno the whole lateral is the owner's.
Can I fix my own sewer line in California?
B&P 7044 exempts an owner who personally does the work on their own property when none of it is for sale. USA North 811 says calling 811 before digging is a legal requirement, and a negligent violation of the dig-safe law carries a civil penalty of up to $10,000.
