What gets checked on a heater that's gone cold
Start with fuel, power or water. On gas, that means the pilot, the thermocouple and the gas valve; on electric, the breaker, the elements and the thermostat. A relief valve that keeps discharging is a fault of its own, since that valve is there to release pressure.
Next the plumber traces any water to its source, because that decides the rest of the visit. A wet fitting can be fixed. Water from a seam or the base means the tank itself has failed, and the price to compare is on the replacement page.
What water heater repair costs in California
A single failed part on a heater comes to $170 to $855 per repair on our model. That's an estimate, not a quote, scaled from 3 national published ranges by California's plumber wage ratio. It doesn't cover a leaking tank. The permit row applies only if the repair turns into a swap.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $170 to $855 per repair | Built from 3 national published ranges, adjusted by the California plumber wage ratio (1.14). California company prices are shown separately. Basis: no state company sample (one counted California company price for this job), national estimate only. |
| Plumber wage, California mean | $39.58 an hour | California's mean hourly wage for plumbers (BLS, May 2025), which is what the worker is paid and isn't the rate you're billed. |
| Water heater permit, California middle of published fees | $116 | The middle of the water heater permit totals on 33 California city fee schedules, for when the repair becomes a replacement. Cities build their fees differently, so treat it as a guide. |
Estimated range. Built from national published ranges (3 sources), adjusted by California's plumber wage ratio to the US (1.14, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. California plumbing companies that publish a price get their own rows, apart from the estimate. Only one California company publishes a price we could count for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
Fix this heater, or replace it?
Where the leak is gives the plainest answer: a failed part can be repaired, and a leaking tank body can't. Ask the plumber to name the part and show it to you.
- The tank body is dry and one part has failed.
- The plumber traces it to a pilot assembly, an element, a thermostat or a valve.
- Water is seeping from the body of the tank.
- This heater is on its second or third repair.
- The repair quote is close to the estimate on the replacement page.
Which CSLB license covers a gas water heater
CSLB's C-36 plumbing class includes "all gas appliances, flues and gas connections" and the "installation of any type of equipment to heat water." Both sides of a gas water heater sit inside that one description. The class also takes in maintenance of gas earthquake valves and gas control valves.
Run the company's license number through CSLB's Check a License before it touches the heater. B&P 7048 lifts the license requirement for a job under $1,000 that needs no building permit, though not for anyone who advertises as a contractor.
The strapping rule covers the heater you already have
Health and Safety Code 19211 requires all new and replacement water heaters, and all existing residential ones, to be braced, anchored or strapped to resist falling or sliding in an earthquake, at least to the California Plumbing Code. It covers standard heaters to 120 gallons. A seller of a home with a water heater also has to certify the bracing to the buyer in writing.
Ask the plumber to check the straps on the same visit.
Heater problems to call about today
- There's a smell of gas near the heater.
- A puddle under the tank keeps spreading after you close the cold supply valve.
- Water keeps running out of the relief valve's pipe.
- Showers that only get lukewarm, while the floor stays dry and nothing smells of gas.
- Hot water that runs out sooner than it did last year.
Quick checks before the call
- Look at the breaker for an electric heater, or through the pilot window on a gas one, and leave every panel closed.
- Trace any water on the floor to the tank itself or to a pipe above it.
- Read the age and the fuel type off the label on the tank, so you can give them to the company.
- Know where the main water valve is in case the tank starts leaking before the plumber arrives.
Does a water heater repair need a permit?
Los Angeles lists replacing water heaters among its plumbing Express Permits, San Diego gives a non-tankless replacement a simple no-plan permit, and San Jose says installing or replacing a water heater requires a plumbing permit. For a repair that keeps the tank in place, ask your building department before more than a part gets changed, because CSLB says code requirements vary between cities and counties.
Ask for the license number before any work starts and look it up on CSLB's Check a License page, which shows whether the license is active and any complaint disclosure.
Questions people ask
What does fixing a water heater cost in California?
Our model gives $170 to $855 per repair, for one failed part, and it's an estimate, not a quote. Before you approve a large repair, compare it with the whole-heater figure on the replacement page.
Do I need a plumber or an electrician for a broken water heater?
CSLB's C-36 plumbing class lists "installation of any type of equipment to heat water" and "all gas appliances, flues and gas connections." Ask whether the company's license carries C-36.
Does my water heater have to be strapped?
Health and Safety Code 19211 covers new, replacement and existing residential heaters and sets the California Plumbing Code as the minimum. When the house is sold, the seller certifies the bracing to the buyer in writing.
Is a permit needed to repair a water heater?
Those three cities' water heater permit rules are written for installing or replacing a heater. If the work keeps the tank and changes a part, the building department can tell you whether your city wants a permit.
Who do I call if the heater area smells of gas?
Treat it as a gas leak. Get out, phone 911 from a safe place, then the utility, whose numbers are in the box above.
