What happens on a sump pump visit
The pit gets checked first. Is water rising, does the float move freely, and does the pump start when the pit fills? Then come the check valve and the discharge line, since a pump pushing against a blocked pipe can sound like a failing motor.
If the pump quit during a power outage, ask about a battery backup, which runs a second pump on its own power when the first one has none.
What a sump pump costs in California
An installed sump pump comes to $915 to $2,850 installed on our model. That figure is an estimate, not a quote, taken from 3 national published ranges and scaled to California plumber pay. It has no permit fee in it. The permit row shows the middle fee where a city charges one.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $915 to $2,850 installed | Built from 3 national published ranges, adjusted by the California plumber wage ratio (1.14). California company prices are shown separately. Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Plumber wage, California mean | $39.58 an hour | Hourly mean wage for the state's plumbers, pipefitters and steamfitters (BLS, May 2025). It's the worker's pay, not a quoted rate. |
| Plumbing permit, California middle of published fees | $190 | Middle plumbing permit total across the California city fee schedules that publish one. Fee structures differ, so ask your city for its figure. |
Estimated range. Built from national published ranges (3 sources), adjusted by California's plumber wage ratio to the US (1.14, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. California plumbing companies that publish a price get their own rows, apart from the estimate. We have no counted California company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
A new pump, a repair, or a backup on battery?
If the pump only failed when the power went out, a backup is the question to ask. One that failed with the power on is the case for a new pump.
- A float that sticks, a failed check valve or a clogged discharge line explains it.
- The pump ran fine until the power went out.
- The motor runs hot, loud or nonstop and the water doesn't drop.
- The pump let water reach the floor with the power on.
The storms on California's disaster list since 2023
OpenFEMA lists major disaster declarations for California's January 2023 winter storms, flooding, landslides and mudslides (DR-4683) and the May 2023 storms and flooding (DR-4713 and DR-4714). Tropical Storm Hilary in August 2023 (DR-4743, DR-4746 and DR-4750) and the February 2024 storm and flooding (DR-4758) are on it too.
Each declaration is made county by county, so look for your own county in the list.
Where the pump's water goes
California's state pages don't say where a sump pump may discharge, so call your city's public works or building department before the pipe is run, and ask the company which outlet it means to use.
Sump pump trouble that can't wait for an ordinary visit
- The pit keeps filling and the pump won't run.
- A storm is under way and water is already on the floor.
- The pump never shuts off and the water level stays put.
- Water has reached outlets or the electrical panel, so stay out of it.
- The pump is louder than it was, but the pit still drains.
- Moving a discharge pipe during dry weather.
Checks to make before booking sump pump work
- Make sure the outlet has power and the breaker hasn't tripped, because a dead circuit looks the same as a dead motor.
- Fill the pit slowly from a bucket; the pump should start and the water should go down.
- Walk the discharge pipe outside: when it's blocked, a working pump runs on with nowhere for the water to go.
Permits for a sump pump
CSLB says altering or repairing a structure takes a separate permit from the building official, and that code requirements vary from one city or county to the next. A pump swap in an existing pit and a new pit with a new discharge line may not be treated alike, so tell the building department which one you're planning.
Under B&P 7048 a job under $1,000 in total that needs no permit is outside the license law. Above that, or once a permit is needed, the company needs a CSLB license.
Ask for the license number before any work starts and look it up on CSLB's Check a License page, which shows whether the license is active and any complaint disclosure.
Questions people ask
What does installing a sump pump cost in California?
Our model gives $915 to $2,850 installed. It's an estimate, not a quote, and it carries no permit fee, so ask the company whether your city's fee is on top.
Does a sump pump need a permit in California?
CSLB says a repair or alteration to a structure takes a permit, and requirements vary between cities and counties. Ask your building department, and say whether it's a swap or a new pit.
Where can a sump pump discharge in California?
Public works or the sewer agency is the office to ask, and the time to ask is before any pipe goes to the street or the sewer.
How do I tell a pump failure from a power failure?
With power at the outlet, add water. A pump that starts is working, and the trouble is elsewhere, perhaps the discharge pipe. If it stays quiet with power present, the pump or its float has failed.
Does a storm declaration in my county change anything about the pump?
OpenFEMA's declarations record which California counties had storm and flood disasters since 2023, and none of them sets a requirement for sump pumps.
