Water heater replacement · California

Will swapping out your water heater in California need a permit?

Short answer

In Los Angeles, San Diego, Long Beach and San Jose it does, because each city's permit rules name a water heater replacement. The new heater also has to be braced, anchored or strapped against earthquakes under Health and Safety Code 19211. Our estimate for a standard tank swap is $1,125 to $5,600 installed, standard tank heater, permit included, and $1,725 to $4,575 installed, tankless for a tankless unit, both estimates, not quotes.

What a water heater replacement involves

The old tank is drained, disconnected and carried out, and the new one goes onto the vent, the water lines and the gas or electric supply. Health and Safety Code 19211 requires every new and replacement heater to be braced, anchored or strapped against earthquake motion, so make sure the straps are in the quote.

A change of fuel, of vent or to tankless is a bigger job. The estimate table prices a power-vent tank and a tankless unit in rows of their own.

  1. Turn off the water and the gas or power, then drain the old tank.
  2. Disconnect it, take it out, and set the new heater with its vent, water lines and relief valve.
  3. Strap the new heater against earthquake movement and test every connection.
  4. Pass the permit inspection, and keep the final approval, because LADWP's rebate asks for it.

Repair or replace: where the water comes from

Where the water comes from settles most cases, so ask the plumber to show you the spot.

Usually a repair
  • One part has failed and the body of the tank is dry.
Usually a replacement
  • Water is coming out of the tank body itself.

Who may replace a gas water heater in California

CSLB's C-36 plumbing class lists the "installation of any type of equipment to heat water" alongside "all gas appliances, flues and gas connections" in one description. Ask whether the company's license carries C-36, then check the number on CSLB's lookup, which also shows any complaint disclosure.

B&P 7044 lets a homeowner improve a principal residence they've lived in for the 12 months before the work is finished, on no more than two structures in three years. CSLB tells homeowners to "be wary of 'consultants' or unlicensed individuals" who try to talk them into becoming an owner-builder to save money.

Heat pump, tankless or tank: the 2026 code and the rebates still listed

Buildings whose permit applications are filed on or after January 1, 2026 have to meet the 2025 Energy Code, and the California Energy Commission says that code "expands the use of heat pumps in newly constructed residential buildings."

LADWP pays up to $2,500 for an ENERGY STAR heat pump water heater that replaces a gas heater. It's one per residence. The claim needs a paid itemized invoice, a spec sheet and a final approved Building and Safety permit. SoCalGas lists $80 to $1,500 for a high-efficiency tankless heater that replaces a tank in a detached single-family home, and $300 to $575 for a storage heater with a UEF of 0.64 or more and 55 gallons or less.

SDG&E says the Golden State Rebates retail offerings have ended, and TECH Clean California's small multifamily heat pump water heater incentives were fully reserved as of July 10, 2025. PG&E's rebate page lists no amount. The IRS says the federal 25C credit covers improvements made through December 31, 2025.

A failing water heater: signs that mean call now

Call right away
  • A puddle under the tank won't stop growing even with the heater's cold supply closed.
  • Gas smell by the heater: get out, ring 911 once you're outside, then the gas company (SoCalGas 1-800-427-2200, SDG&E 1-800-611-7343, PG&E 1-800-743-5000).
  • A ceiling under the heater is sagging, or water has got to the electrical panel.
Can usually wait for a normal appointment
  • No hot water but a dry floor, which can wait for a booked visit.

What to check before you buy a new heater

  1. Find where the water starts: a drip from a fitting can be repaired, while a leak from a seam or the tank body means replacement.
  2. Note the make, the gallons and the fuel from the label, and give every company the same details.
  3. Ask each company whether its quote includes the permit, the strapping and hauling away the old tank.
  4. Read the rebate rules before you buy, since LADWP needs the final approved permit and SoCalGas's tankless rebate is limited to detached single-family homes.

Permits for a water heater swap

Los Angeles lists replacing water heaters among its plumbing Express Permits, which need no plan check and can be issued online. San Diego puts a replacement other than a tankless unit under its simple no-plan plumbing and gas permit, applied for in the online portal. Long Beach lets a one- or two-family home apply for a water heater changeout online and have it issued automatically. San Jose requires a plumbing permit for installing or replacing a heater. It also sets strapping rules.

The middle permit total across 33 California city fee schedules is $116. Your own city's schedule sets the figure you'll pay.

Ask for the license number before any work starts and look it up on CSLB's Check a License page, which shows whether the license is active and any complaint disclosure.
