What goes into a softener installation
The softener goes in where the main line enters the house, with a bypass so the unit can be cut out, a drain line for the regeneration water, and an outlet if the model needs power. CSLB's C-36 plumbing class lists maintenance of "water conditioning equipment", so ask whether the company's license carries it.
Get the drain line's route on the quote. The regeneration water has to go somewhere your local rules allow, and those rules are below.
What a water softener installation costs in California
An installed softener comes to $590 to $7,025 installed on our model, permit included. The band is wide because the 2 national published ranges it's scaled from disagree widely. It's an estimate, not a quote.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $590 to $7,025 installed | Built from 2 national published ranges, adjusted by the California plumber wage ratio (1.14) plus a typical permit fee ($190). California company prices are shown separately. Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Plumber wage, California mean | $39.58 an hour | Mean hourly wage of California plumbers, pipefitters and steamfitters (BLS, May 2025), which isn't what a company charges. |
| Plumbing permit, California middle of published fees | $190 | The middle of the published city plumbing permit totals in California; fees are set city by city, so check yours. |
Estimated range. Built from national published ranges (2 sources), adjusted by California's plumber wage ratio to the US (1.14, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. California plumbing companies that publish a price get their own rows, apart from the estimate. We have no counted California company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
Fix an older softener, or buy a new one?
The tank decides it. A failed part can be swapped, and a leaking tank can't.
- A single part, a valve or the control head, has failed.
- Water is leaking from the tank.
Hardness by water system, from SFPUC to San Jose Water
LA alone shows the spread. LADWP's 2024 report lists averages of 112 mg/L at the Aqueduct filtration plant, 122 and 142 in its northern and southern wells, 270 and 272 at two Metropolitan Water District plants and 148 at a third. San Diego's 2025 report gives 237 to 243 ppm at its three city plants and 145 for purchased treated water. San Jose Water reports 155 ppm for mountain surface water, 364 for groundwater and 119 for Valley Water supplies.
Farther north and inland, SFPUC averages 62 ppm, in a range of 8.1 to 112. Sacramento's system average is 83 mg/L, with 34 at the American River plant and groundwater up to 154. Fresno reports 129 mg/L. Riverside's local groundwater runs 197, and Stockton's groundwater 242 against 53 at its Delta plant.
For grains per gallon, Stockton's report multiplies mg/L by 0.0584.
Where the regeneration water is allowed to go
Health and Safety Code 116786 lets a local agency limit or prohibit residential softeners that discharge to the community sewer. It can act only after findings that the limit is needed to meet regional water board requirements, backed by an independent salinity study. Existing softeners can't be ordered out.
The Los Angeles County Sanitation Districts' page, as of August 2026, says installing these softeners "has been prohibited in the SCV since 2003", the Santa Clarita Valley, under the Chloride Reduction Ordinance and Measure S of 2008. It doesn't cover the City of LA. Anywhere else, ask the city or sewer agency before you buy.
Softener trouble that won't wait
- Water is spraying from the softener's fittings or pooling by its outlet.
- White spots on glasses and fixtures.
Before you call about hard water
- Pull up the latest annual water quality report from your water system and find the total hardness line.
- Set it beside the figures above: SFPUC averages 62 ppm, and EBMUD's Orinda plant runs 14 to 40.
- If you're on a private well, no utility reports for you, so get a water test before choosing a softener.
- Tell every company if the house is on septic, and ask where the drain line will go and which permit it'll pull.
Permits for a softener, and who may install it
A softener ties into the water line and a drain, and CSLB says altering a structure takes a permit with requirements that differ by city and county, so ask your building department whether yours counts. The middle published plumbing permit total is $190.
Look up the company's license number and class on CSLB's Check a License page before it starts.
Ask for the license number before any work starts and look it up on CSLB's Check a License page, which shows whether the license is active and any complaint disclosure.
Questions people ask
What does a softener cost to install in California?
The model's figure is $590 to $7,025 installed, permit included. The national ranges behind it disagree widely, which is why the band is so wide, and it's an estimate, not a quote.
Does putting in a water softener need a permit in California?
CSLB says altering a structure takes a permit and that rules vary between cities and counties. Ask the building department about the permit, and the sewer agency about discharge.
Does a softener installer need a license?
B&P 7048 exempts only a job under $1,000 that needs no permit. Above that, the company needs a CSLB license, and the C-36 plumbing class lists maintenance of water conditioning equipment.
Is California water hard?
The reports range widely. SFPUC averages 62 ppm and Sacramento 83 mg/L, while San Jose Water's groundwater averages 364 ppm and Anaheim's 2025 report gives its groundwater an average of 318 ppm from 2024 data. Your own water system's report has your number.
What's the factor from mg/L to grains per gallon?
That's the factor Stockton's water report gives. San Diego's report prints both units, 237 ppm beside 13.8 grains per gallon at its Alvarado plant.
Can a softener drain into the sewer in California?
HSC 116786 lets a local agency limit or prohibit softeners that discharge to the community sewer after a salinity study and findings, and it can't require removal of earlier installations. The Santa Clarita Valley has such a ban. Your sewer agency can say whether there's one where you live.
