Detroit particulars
Lead service lines are the first thing to settle in Detroit. The Detroit Water and Sewerage Department says it estimates more than 80,000 of them and about ten years to replace them, runs an address lookup map, and mailed notices to affected properties on June 30, 2025. That comes from a search summary, so check the department's page yourself. The housing explains the stakes: Detroit is the largest city in the state at 636,644 residents, 90.1 percent of its homes were built before 1980, and the median home value is $76,800.
A repair bill can be a large share of what the house is worth, so get the diagnosis right before anyone cuts pipe. Water comes through the Great Lakes Water Authority, which runs plants on the Detroit River and on Lake Huron. The city's own 2025 water report was out of reach (its site blocked our fetch), so there is no Detroit hardness figure here. For context, GLWA's plant tables as reprinted in Southfield's 2025 report show averages of 105 to 106 mg/L.
Detroit also has a Basement Backup Protection Program for owner-occupied homes in 11 flood-prone neighborhoods. Whether it is open is unclear, and sources disagree on whether homeowners pay a deposit. Plumbing permits come from the Buildings, Safety Engineering and Environmental Department, main line 313-224-2372, though its plumbing numbers differ between city documents, so confirm before calling. Hamtramck, Ferndale and Dearborn are beside Detroit, but Detroit's office does not cover them, so check which one covers your address.
Water heater repair in Detroit: what to know
Detroit water comes through the Great Lakes Water Authority, and plant tables reprinted in Southfield's 2025 report put average hardness at 105 to 106 mg/L. That is a regional proxy; Detroit's own report was out of our reach. Four Michigan companies publish replacement prices from $400 to $4,000, an early sample. Ask a Detroit plumber to lay the repair and the replacement side by side.
The city issues its own plumbing permits through the Buildings, Safety Engineering and Environmental Department, main line 313-224-2372, though city documents give different plumbing numbers, so confirm before calling. We quote no Detroit permit fee for want of a current schedule, and a repair is estimated statewide at $160 to $805 per repair, a model and not a quote.
Permits for water heater repair in Detroit
Michigan exempts repairs to the working parts of a faucet or valve and clearing stoppages, as long as the existing piping is not altered (LARA's page reached us as a search summary, so confirm locally).
Many cities run their own building department, so start by asking the City of Detroit building department who issues plumbing permits. The State of Michigan's Statewide Jurisdiction List shows that Wayne County itself does not run a plumbing program, so permits come from the city or township, or from the state where no local agency enforces the code. Water heater symptoms that need a call today
- You smell gas near the heater.
- Water is pooling under the tank and you cannot stop it.
- The relief valve is discharging steadily.
- Lukewarm water with no leak and no gas smell.
- A heater that takes longer than it used to.
Before you call about the heater
Try this first: get the repair and the replacement priced in writing side by side, and ask who pulls the permit for the second.
- Check the breaker on an electric heater, or the pilot window on a gas heater, without opening any panel.
- Check whether water under the tank is coming from the tank or from a pipe above it.
- Do not relight a gas pilot yourself; DTE says a licensed professional should relight it.
- Find the age on the tank label, and know where the main water valve is in case the tank leaks while you wait.

Questions about water heater repair
What is the average cost to repair a water heater?
Our estimate is $160 to $805 per repair, and it is a model, not a quote. It rests on national published ranges adjusted for Michigan plumber wages, and the cost table shows the one Michigan company that publishes a repair price. Ask for a diagnostic fee and a written price for the specific part.
Is it worth it to repair a hot water heater?
Usually yes for a single failed part on a younger tank, and usually no for a leaking tank. The Department of Energy puts tank heaters at roughly 10 to 15 years (seen only in a search summary); ask your plumber to price the repair next to a new unit.
Do you call a plumber or electrician for a water heater?
For a gas heater, LARA's mechanical FAQ says replacement takes a mechanical license and a plumbing contractor's license, with both permits; confirm that with LARA. For an electric heater, ask your local building department.
